The discussions reflect the following statements:

  2. There was a suggestion for a thorough study of the environment regarding production and financing the delivery of nursing and midwifery services that would allow the validity and viability of the working conditions of nurses with respect their educational background;
  3. Social partners are considered an integral part of the above entities thus social consent is a fundamental element in the promotion and adaptation of the Health care reforms;
  4. Safe staffing levels should be governed by clear legal framework in order to ensure both quality care delivery and patient safety.
